There is a new kid on the block and it is arriving in one of Singapore's most established prime residential neighbourhoods. Fresh off the close of its Government Land Sale (GLS) tender, the Peck Hay Road residential site is poised to inject renewed vibrancy into District 11, bringing an estimated 315 new homes into a neighbourhood on the cusp of transformation.

Over the next 10 to 15 years, the Newton, Scotts Road and Monk's Hill precinct is envisioned under the URA Master Plan 2025 as a vibrant mixed-use urban village - one that will deliver new homes alongside public spaces, greenery and commercial amenities. The tender for the Peck Hay Road site closed on 11 June 2026, attracting healthy interest with 4 bids from developers. The top bid of $542.4 million, translating to $1,865 per square foot per plot ratio (psf ppr), was submitted by a joint venture comprising CDL and Hong Leong Group-linked Garden Estates. This is the second GLS site to be put up for tender in the upcoming Newton neighbourhood, following the Bukit Timah Road GLS plot which was awarded in November 2025.

Newton's Urban Village Vision Takes Shape

The biggest draw of Peck Hay Road may not simply be where it stands today, but what surrounds it tomorrow. The site forms part of a wider transformation of the precinct comprising Newton Circus, Scotts Road and Monk's Hill, where plans are underway to shape a new mixed-use urban village that will offer more homes, greenery, heritage elements and public spaces.

Under the URA Master Plan 2025, about 5,000 new homes could eventually be introduced in the precinct over the coming decade.
